Police said 21-year old, Jayana Tanae Webb, of Eagleville P.A. has been charged with third degree murder, homicide by vehicle while DUI, manslaughter of a law enforcement in the 2nd degree, driving under the influence, and a host of other charges, after she allegedly struck and killed two Pennsylvania State Troopers and a pedestrian in South Philly. A report from 6 ABC said the incident happened on Monday shortly before 1 a.m. in the southbound lanes of I-95 near the exit to the Sports Complex on Broad Street & Pattison Avenue.

Webb’s attorney, Michael Walker, said “She’s extremely saddened. She is not a violent criminal. She has no past criminal past, has no prior contact with police whatsoever.” State Police said the two Troopers were responding to reports of a man walking along I-95, and were in the vicinity investigating, when they were struck by a car Webb was driving in. Police said Webb attempted to drive past the scene at a high-rate of speed.
The pedestrian has been identified as 28-year old, Reyes Rivera Oliveras, from Allentown, who the troopers had sitting in the back of their patrol car at the time of the accident. The State Troopers have been identified as 33-year old, Martin F. Mack III, and 29-year old, Brandon T. Sisca.
Police say Webb’s blood alcohol level was twice the legal limit at the time of the crash. Ms. Webb appeared before a judge on Tuesday night for a preliminary bail hearing. She was denied bail at that time.
